Although there are no costs for a parade, assemblage, or block party permit, if the event requires public safety or other City services to block streets, direct traffic, and prevent the interference with the use of streets for public safety--the primary purpose being travel and transportation--fees for such services must be paid in advance of the event. Fees for traffic control are dependent on such factors as time, date, route length, the number of participants, and the number of vehicles. As a cost-free alternative, the use of City sidewalks and parks is free.
If Yes, please list the planned times and type(s) of sound, e.g. recorded music, live band, loud speaker, megaphone(s), etc. Note however, "No person shall use, operate or permit the operation of any loudspeaker, public address system, mobile sound vehicle or similar device amplifying sound therefrom on a public right-of-way, operate or permit for any noncommercial purposes any loudspeaker, public address system, mobile sound vehicle, or similar device between the hours of 8:00 p.m. and 8:00 a.m. such that the sound therefrom creates a noise disturbance across a residential real property boundary." NC Ord. 531.01(b). Please contact the City Administrator if you seek a content-neutral variance to this ordinance.
