Chief of Police

Chief Stephan Wilder retired on March 3, 2017 after a distinguished career with the Department. The Police Department is currently being commanded by Lieutenant John Minock while testing and interviewing is being conducted for the position of Chief.

John R. Minock, Lieutenant

Lieutenant John Minock started as a non-paid Auxiliary Officer in 1987 and became a part-time Officer in 1988. He was appointed full-time as a Patrolman in 1989. John served as Detective from 2001 until he was promoted to Sergeant in January 2011. In June 2015 he was promoted to Lieutenant. Currently oversees Operations. Works hours between 6:30AM and 2:30PM


Frank Kemp Jr, Sergeant

Sergeant Frank Kemp started as a non-paid Auxiliary Officer in 1994 and became a part-time Officer in 1995. He was appointed full-time as a Patrolman in 1997. Frank served as an afternoon Shift Patrol Officer until he was promoted to Sergeant in March 2011. Works between the hours of 6:30AM and 2:30PM.


Shawn C. Bates, Sergeant

Sergeant Shawn Bates started as a non-paid Auxiliary Officer in 1994.  He was appointed full-time as a Patrolman in 1995. Shawn served as primarily an afternoon shift Patrol Officer until he was promoted to Sergeant in June 2011. He is currently assigned as the night shift Supervisor. His work hours are 10:30PM to 6:30AM.


Ronald S. Mizner Jr., Sergeant

Sergeant Ron Mizner started as a part-time Dispatcher in 1989. In 1993 he also became a non-paid Auxiliary Officer.  He was appointed full-time as a Patrolman in 1994. Ron served as a night shift Patrol Officer until he was promoted to Sergeant in July 2011. He is currently assigned as the Dayshift Supervisor. He works between the hours of 6:30AM and 2:30PM.

Douglas A. Cardwell, Sergeant

Sergeant Doug Cardwell started as a non-paid Auxiliary Officer in 1995 and became a part-time Officer in 1998. He was appointed full-time as a Patrolman in 1999.  Doug served as a shift Patrol Officer until he was promoted to Sergeant in April 2012. He is currenly the swing-shift Supervisor, and coordinates the Department’s participation in the county wide OVI Task Force. His work hours vary.


John R. Hemric, Sergeant

Sergeant John Hemric started as a non-paid Auxiliary Officer in 1995 and became a part-time Officer in 1998.  He was appointed full-time as a Patrolman in 1999. John was assigned as a Detective until his promotion to Sergeant in June 2015.  He remains assigned to the Stark County Sheriff’s Metropolitan Narcotics Bureau as an investigator.  He is currently assigned as the afternoon shift Supervisor.  His work hours are 2:30PM to 10:30PM.


Randy J. Manse, Detective

Appointed as a Patrolman in 1992. Assists as the School Resource Officer (SRO). Assigned full-time to the Detective Bureau.


James T. Harnack, School Resource Officer

Jim was hired in January of 1994, and currently works the day shift as the School Resource Officer. His work hours are 6:30 AM to 2:30 PM.
